The lady in back closest to John looks a bit like another picture I have of Ollie STUSSE, I don't know her relationship. The others might be Lucy's sister Mary MEYERS (nee RUSSELL, guardians last name) Louis R. MEYERS,SMITH, DAVIS, MEYERS or ACHTER family, it's anyone's guess. Might have been taken at ACHTER's farm in Pevely. There was a brother John FOSTER (guardians last name?) John F. had a farm in E. St Louis, many children, at least 2 wives one named Elizabeth (Indian), all family legend.
 
No idea as to "Lucy, Mary, John"s bio parents, "Lucy" became ward of H.D. ACHTER June 16, 1874 at age 6yrs. Her death cert says maiden name SMITH.

"Carrie" m. May 24,1925 (St Louis?) Frank Francis JOHNSON b. July 20, 1900 Cincinatti OH.

"Etta" m. Jan 21, 1905 George E. YEAGER b. Aug 1876 Victoria MO. 
They had 2c. Myrtle Ella b. Nov 14, 1905 St Louis, Waldemer b. Jan 1909 St Louis.
